Kelpalm is planning to implement
the welfare Scheme to the backward classes of
Palmyrah people under the traditional Palmyrah
Industrial Sector in the ensuring month. As
a part of implementation of the welfare scheme
we invite Application for the Registration of
eligible member from the workers who are under
poverty line and engaged in the Palmyrah sector
o Industries. In this respect we request for
goodself may kindly take necessary step to publish
the enclosed matter in the Government publication.

LOAN SCHEME
Kelpalam
will act as the state-channelising agency
towards implmentation of the scheme. The following
criteria have been formulated for the effective
implementation of the scheme.
1. |
The scheme
is applicable to communities coming under
the Backward Classes and other financial
weaker sections involved in the Palmyrah
trade. |
2. |
Palmyrah workers and
their dependants only are eligible for
the concessional loan assistance |
3. |
The loan will be granted
for the schemes formulated by Kelpalam
in line with NBCFDC guidelines. |
4. |
Applications will be
invited from eligible persons deserving
loan assistance and will be processed
by Kelpalam |
5. |
The disbursement of
loan and its collection shall be the sole
responsibility of Kelpalam |
6. |
Effective security
will be executed before disbursing the
loan amount. It is proposed to implement
the programme immediately |

Kerla State Palmyrah Products
Development and Worker’s welfare Corporation
Limited was established for the welfare of Palmyrah
workers across the state of kerala. An amount
of Rs.200.00 Lakh is proposed for strengthening
its activities and achive its objective during
2007-12 and for 2007-08 and outlay of Rs10.00
lakh under Flagship Programe. Following are
the activities proposed to be under taken by
kerla state palmyrah products Development and
worker’s welfare corporation limited during
the period
a. Introduction and popularization
of the health and medicinal Products
b. Launching of new food Products
c. Promotion of Plam leaf articles
d. Revival of the fiber processing init in Palakkad
e. Setting up of brush making facility at Kalleppully
f. Launching of the confessional loan scheme
under NBCFDC
g. Promotional Capaign regarding 2007 as the
year of Palmyrah

Limited also proposed certain long terms plan
such as comprehensive Welfare Programme for
Palyrah workers, social Palyrah forestry Project,
establishment of Palmyrah Research Institute

The managing director kelpalm in the letter
read above has requested to constitute a Working
Group undertaking a Cornprehensive
study of the Palmyrah sector. Government have
Exained the mater in detail and are pleased
to constitute the working group with folowing
members.

The following are the terms of reference of
the working group.
(i) Reason for cutting Palmyrah trees in kerala
(ii) Palmyrah Palms disability to compete with
other trees.
(iii) Role of social forestry/Socio religious
Institution in promoting cultivation of plants.
(iv) Development of high yielding dwarf and
other new varieties of palms.
(v) Promote the cultivation/palms by emotional
attachment and without any subsidy
(vi) Areas/Districts to be selected and concentrated
for Palmyrah cultivation.
(vii) Introducing new Solution for palm cultivation.
(viii) Identity edible and non edible value
added product,delcacies etc from the Palmyrah
tree
(ix) Does kerala have complete edge in Palmyrah
cultivation
(x) Whether Palmyrah Product can be produced
and sold competitively in kerala in the medium
and long Term.
(xi) Earning for the farmer expected from Palmyrah
cultivation and its Comparison with other Group
(xii) Cost and benifit analisis of Palmyrah
cultivation
